Shri. Polayil Joseph Thomas (Retd IAS)
Shri Polayil Joseph Thomas has over 38 years of exceptional professional experience with the State and Central government in various capacities as an officer of the Indian Administrative Services. He has held key positions in various government departments such as Higher Education, Industries, Fisheries, Cashew exports etc. He was the Chief Vigilance Commissioner of India (2010-2011) & Secretary to Govt of India, Department of Telecom (2009-2010).
Biography
Mr. Thomas was also the Chief Secretary, Govt. of Kerala during his career. He also held positions in multiple departments at all levels of administration in the State of Kerala such as District Collector, Secretary to Govt and Chief Election Officer. He was the key architect behind the successful auction of the 3G spectrum in May 2010 securing over Rs 1 lakh crore as revenue to Govt. He effectively reformed the conduct of General Elections in Kerala by comprehensive coverage of Electoral Photo identity cards and electoral rolls with photographs of voters printed against the names. He also introduced the web-based seamless online counselling system for admission to professional colleges for the first time in Kerala in 2005-06.
